Msgr. “John” Cuong M. Pham
A brief biography
Monsignor “John” Cuong M. Pham is a priest of the Diocese of Brooklyn whose ministry reflects devoted service to both the Universal Church and the local Church.
From July 1, 2019 to July 1, 2021, he was assigned to the Apostolic Nunciature in Washington, DC — the Vatican Embassy to the United States — where he served as one of the Secretaries for General Affairs. In that role, he collaborated closely with Cardinal Christophe Pierre, Apostolic Nuncio to the United States, advancing the ecclesial mission of the Nunciature and assisting in matters concerning the Holy See’s relationship with the bishops and the Church in the United States.
From 2011 to 2019, Msgr. Pham served at the Pontifical Council for Legislative Texts (now the Dicastery for Legislative Texts) in Rome, under the presidency of Cardinal Francesco Coccopalmerio, with Bishop Juan Ignacio Arrieta serving as Secretary, and later under Archbishop Filippo Iannone, O.Carm., who succeeded as President. The Council assists the Holy Father in matters of canon law. During those years, under the pontificates of Pope Benedict XVI and Pope Francis, he contributed to significant legislative initiatives, including the revision of the Church’s Penal Code and the drafting of several Motu Proprios promulgated by the Supreme Pontiff. These included norms concerning the briefer marriage nullity process and reforms within the Roman Curia. He also promoted the study and faithful application of canon law worldwide and established the first authoritative website dedicated to Church legislation and canonical discipline, which remains the Dicastery’s official portal.
On February 11, 2016, the Feast of Our Lady of Lourdes, Pope Francis named him a Chaplain of His Holiness, an honor that enrolls him among the clergy of the Papal Household and confers upon him the title Monsignor. At the time, he was the youngest recipient of this distinction in the Church, a recognition he held for more than two years. Throughout his years of service in Rome and Washington, he remained closely connected to the Diocese of Brooklyn, returning regularly to assist parishes in Brooklyn and Queens.
Appointed Pastor of Our Lady of Mount Carmel Church in Astoria on July 10, 2021, Msgr. Pham has built upon the strong foundations laid by his predecessors and guided the parish into a renewed period of vitality and growth. Today, the parish stands as one of the most vibrant and culturally diverse communities in the Diocese. The Holy Eucharist and pastoral services are celebrated in five official languages — English, Spanish, Italian, Czech-Slovak, and Vietnamese — reflecting the rich mosaic of cultures within the parish family.
In addition to his pastoral leadership, Msgr. Pham serves as Coordinator of the Diocesan Apostolate for Vietnamese Immigrants in the Diocese of Brooklyn, providing spiritual leadership and support to Vietnamese Catholic communities throughout Brooklyn and Queens, strengthening unity, faith formation, and collaboration within the diocesan Church.
The parish is home to forty-five active groups, ministries, and movements that meet throughout the week, drawing hundreds for worship, formation, fellowship, and charitable outreach. Through dynamic liturgy, strong devotional life, cultural initiatives, and works of evangelization, the parish’s mission extends well beyond its geographic boundaries.
Born on December 23, 1973, in Saigon, Vietnam, Msgr. Pham came to New York with his family in 1990 as political refugees. Sustained by their Catholic faith through years of hardship, they resettled in the United States with the assistance of the United States Conference of Catholic Bishops and rebuilt their lives with gratitude and determination.
He attended Hillcrest High School and St. John’s University in Queens before entering the seminary in Douglaston and later Huntington, New York. He was ordained to the Sacred Priesthood on June 2, 2001, by Bishop Thomas V. Daily.
After serving as Parochial Vicar at Our Lady of Lourdes Parish in Queens Village from 2001 to 2006, he was sent to Rome by Bishop Nicholas DiMarzio for advanced studies in Canon Law at the Pontifical Gregorian University. During his years in Rome, he was elected President of the Vietnamese Clergy, Religious and Seminarians Association, fostering ties between the Holy See and the Church in Vietnam and Asia, and organizing initiatives connected to the Cause for Sainthood of Venerable Cardinal François-Xavier Nguyễn Văn Thuận.
Fluent in English, Italian, Spanish, and Vietnamese, with familiarity in Latin, French, and Chinese, Msgr. Pham continues to devote himself wholeheartedly to fostering unity among cultures, strengthening parish life, encouraging vocations, and sharing the joy of the Gospel with all entrusted to his pastoral care.
